Generally, when a bill passes a committee in the House of Representatives, the committee staff writes a report that describes the purpose and scope of the legislation as well as the reasons for its recommendation for approval. The committee report is an important document that is used by the courts, executive departments and the public as a source of information regarding the purpose and meaning of a law. The report must contain a detailed analysis of the proposed legislation, and it must include a section-by-section description of the bill, including explanations of the various changes in existing law that have been made to the bill. Generally, the committee report must also describe any deletions that were required to make the bill work in practice. The committee report must also include any executive communications and statements of the committee regarding the bill.
